The suit alleges defendants allowed the adoption to go through, although the potential father did not have a stable relationship in over a decade. Defendants failed to report the adoption to the state of Pennsylvania and failed to performed post-adoption evaluations to ensure the child's safety. Plaintiff was not given her own bedroom, instead she was chained in the basement and forced to sleep in the pedophile's bed where he abused her on a nightly basis.
